Charlotte, N.C., woos Monroe for police chief

Rodney Monroe has been chief of police in Richmond since February 2005. Monroe last night confirmed that he is a finalist for the chief's job in Charlotte, N.C. "I think it would be a good opportunity, and I am seriously considering it," Monroe told the Richmond Times-Dispatch in an interview.

Tech joins state schools, raises rates

The cost of a public-college education is climbing across the state, with Virginia Tech yesterday becoming the latest school to raise its tuition and fees.

Jessie Bell, 26, (left) and her mother, Beatrice Bell, will be celebrating Saturday when Jessie graduates from John Tyler Community College with an associate degree in information technology and a career certificate in microcomputer applications.

Perseverance pays off

"A lot of kids with learning disabilities don't think success is theirs to achieve," Beatrice Bell said. Jessie Bell did. Beatrice Bell thinks her daughter Jessie's story could be anyone's.
