Colonial Heights A hotel guest's Fourth of July fireworks celebration on his balcony set off smoke that resulted in the man being charged with violating a state fire code, Colonial Heights police said. The man, Jeremy A. Griffin, 23, of Texas, was charged after firefighters were called to the Comfort Suites on South Avenue about 8 p.m. Friday because of smoke in the hotel.

Chesterfield Bon Secours Richmond Health System has switched the physician group it uses to provide emergency care at St. Francis Medical Center in Chesterfield County and Richmond Community Hospital in Richmond. Michigan-based ER-One started providing emergency coverage at Richmond Community on May 8. The same company will start covering St. Francis Medical Center's emergency department Aug. 1. Central Virginia Emergency Associates will continue to staff the emergency department at St. Mary's.

Richmond Nicola Flora opened recently at 1219 Bellevue Ave. with the help of $3,537.17 in city government incentives. The shop, which represents an investment of about $20,000, employs two people full time and one part time.

Henrico The Keep Henrico Beautiful Committee has announced the winners of the 2008 Clean Business Awards, which recognize a business in each district that has maintained an outstanding property through landscaping, lawn care, litter removal and recycling. Winners are: Bob Evans restaurant, Brookland District; Wendy's restaurant, Fairfield District; Morningside in the West End, Three Chopt District; Bank of Virginia, Tuckahoe District; and Hillbilly Red's Barbeque restaurant, Varina District.

Hanover Hanover County has been awarded a 2008 National Association of Counties Achievement Award for Hanover's Debris Management Plan. The plan identified a way to provide cost-effective and timely management of debris and other waste generated from catastrophic events such as hurricanes.

Petersburg The Petersburg Library Foundation has received a $1,000 donation from Quota International of Petersburg toward the building of a new Petersburg Public Library headquarters. Quota International, a women's-service organization chartered in Petersburg in 1953, recently voted to dissolve and disburse its remaining funds. Hopewell ElkayMedia LLC, a video-production company in the Shenandoah County town of Edinburg, has received a 2008 Telly Award for a video it produced for the 50th anniversary of Hopewell Church of the Nazarene. Steve King, a 1975 Hopewell High School graduate, is president of ElkayMedia. The half-hour documentary featured interviews of former pastors, charter members and other parishioners as well as dozens of old photographs.

AROUND THE STATE

Fairfax County police have identified a woman whose body was found on a Vienna sidewalk and say a Woodbridge man is charged with killing her. The body of Homaira Rahman, 25, of Vienna was found about 6:30 a.m. Friday on Malraux Drive near the Washington and Old Dominion Trail and less than a mile from her home, police said. Ehsan Amin, 30, faces abduction and murder charges. Police say they believe the two knew each other.

Newport News A conference titled "Strong Roots for a Healthy Future" will be held Saturday at the Marriott at City Center. The third annual event is designed to improve service to children with special health-care needs. For information, call (877) 264-8366.
