Chesterfield Releases of nitrogen and phosphorus by the Philip Morris USA tobacco-processing plant near Chester are subject to lower limits under a lawsuit settlement announced yesterday. The two chemicals cause pollution problems in the James River and Chesapeake Bay. The Chesapeake Bay Foundation, an environmental group, had challenged state limits for the company's releases. Philip Morris said it was already was reducing its releases voluntarily.

Hanover Col. Mark A. McCauleyof Mechanicsville will assume command Saturday of the Virginia Air National Guard's 192nd Fighter Wing, based at Langley Air Force Base. McCauley will take over the Virginia Air Guard's largest unit from its retiring commander, Col. Jay M. Pearsall.

Richmond Parents can get tips on summer learning activities during a Richmond school system workshop tomorrow. A variety of programs will be detailed, with information available between 11 a.m. and 2 p.m. in Room 205 of the Richmond Technical Center North building, 2020 Westwood Ave. Registration is not necessary. Amelia This month's Run for Hope 5K raised more than $12,000, with more pledges coming in, said the Rev. Jim Petty, pastor of Hope Chapel, which sponsored the eighth annual race on May 3. Petty said 188 runners participated. In July, a group from the Amelia-based Hope Chapel will travel to Nicaragua to continue work on an orphanage in Sandino. Part of the funds raised will be used to provide monthly support for the orphanage and other projects nearby, such as a bakery.

Cumberland The Cumberland County School Board adopted a $16.8 million budget last week. The funding level is what the county Board of Supervisors adopted in April.

Powhatan The Huguenot Trail Advisory Committee will meet today at 6:30 p.m. at Fine Creek Baptist Church, 3619 Huguenot Trail. The committee is developing plans to protect the scenic road while capitalizing on its intersection with state Route 288.

Richmond Police will close part of Main Street, between Adams and Jefferson streets, today from 6 a.m. to 5 p.m. while repairs are made to The Jefferson Hotel.

AROUND THE STATE

Virginia Beach About 350 National Guard soldiers from southeastern Virginia are home from Iraq and Kuwait. The soldiers were reunited with their families during the weekend at Camp Pendleton. They had been gone since September. The soldiers are assigned to the Virginia National Guard's 2nd Squadron, 183rd Cavalry Regiment. The troops provided security in Kuwait and Iraq, protecting coalition camps and convoys and searching vehicles.

Botetourt A Virginia state trooper was injured when a tractor-trailer sideswiped his cruiser during a traffic stop and then drove off. State police said the crash occurred yesterday at 7 a.m. on Interstate 81 northbound near Buchanan in Botetourt County. State police spokesman Robert Carpentieri said trooper Jeff Rasnick was in his unmarked cruiser on the shoulder of I-81 with the driver of a tractor-trailer he had stopped when a second truck sideswiped his vehicle. Rasnick was treated at a Roanoke hospital and released. The other man in his cruiser was not injured. Police were looking for the truck that drove away.

Lovingston The 5th Congressional District Democratic Committee will hold its convention Saturday in the auditorium at Nelson County Middle School. The Democrats will nominate a candidate for the U.S. House of Representatives from Virginia's 5th District, choose one elector from the district and elect four delegates and one alternate to the Democratic National Convention in Denver in August.
