Caroline Two of nine Caroline County men charged with murder by mob in the death of a teenager last year are facing charges in a second slaying. Authorities on Monday charged Lashawn Montque Monroe, 23, with capital murder and Deon Alexander Terrell, 19, with first-degree murder. Sheriff Tony Lippa said Monroe was charged with capital murder because the slaying involved a robbery. The charges came more than a year after Miguel Vasquez, 23, was found dead on the side of a road with multiple gunshot wounds. Monroe and Terrell were part of the group charged last fall in the death of Raquel Hunter, 16, who died from a gunshot wound when a fight broke out at a birthday party. They already were being held without bond at Pamunkey Regional Jail.

Chesterfield Tickets are required to attend all Chesterfield County high school graduations, which run through Friday at Virginia Commonwealth University's Siegel Center. But now it's possible to attend the ceremonies virtually. Comcast Channel 96 is airing the graduations live, as well as offering replays. Verizon Channel 26 will air replays only. Each replay will run for two weeks after each ceremony.

King William King William County is looking for a few good volunteers. County Administrator Frank Pleva is accepting applications until noon on June 18 from people willing to serve on a variety of boards, including the Economic Development Authority, the Board of Zoning Appeals and the Planning Commission. Richmond More than 35 people will graduate today from the Richmond TRIAD Senior Citizens Academy during a 9 a.m. ceremony at the Richmond Police Training Academy, 1202 W. Graham Road. TRIAD is a crime-prevention program and community policing strategy that addresses issues such as identity theft, scams and fraud. For information about the program, call acting Sgt. Caroline Defense contractor VSE Corp. yesterday inaugurated a $6.2 million shop and storage facility at its military vehicle and equipment refurbishment center in Ladysmith. The center, which employs about 20 workers, repairs and repaints military vehicles returning from overseas for the Army Reserve and the Marine Corps, according to Len Goldstein, VSE's director of business and new product development.

AROUND THE STATE

Southampton State police and transportation officials will dedicate a bridge Tuesday in Southampton County honoring a fallen state trooper. Robert A. Hill was struck and killed by a passing vehicle while issuing a summons to a stopped motorist on Nov. 24, 2006, in Southampton. The Senior Trooper Robert A. Hill Bridge is on Delaware Road over U.S. 58. The bridge honoring the 19-year veteran will be dedicated at 1:30 p.m. at the Virginia State Police Area 34 office, 30010 Camp Parkway, Courtland.

Charlottesville The University of Virginia said this week that John A. Blackburn, dean of admission, will step down in June 2009. He started at U.Va. as associate dean in 1979 and became dean of admission six years later, after the death of then-dean Jean Rayburn.
