Richmond The race for the 9th District seat on Richmond City Council is already crowded, with about five weeks left for candidates to file for the Nov. 4 ballot. City Councilman Douglas G. Conner Jr. has filed papers to run for the South Richmond seat along with former City Councilman Eugene Mason and Adrian R. Preston. Others who have filed in the city are City Councilman Chris A. Hilbert and Jonathan Davis in the 3rd District, Kathy C. Graziano in the 4th District and Reva M. Trammell in the 8th District. For the School Board, the only filings are from Norma H. Murdock-Kitt in the 3rd District and Charles D. Willis in the 8th District. The deadline is June 10.

Cumberland The Cumberland County School Board is scheduled to meet at 7 p.m. tomorrow to vote on the school system's proposed $16.8 million budget for the 2008-09 school year.

Hanover Beginning May 12, Hanover County will begin offering a select number of Division of Motor Vehicles services. Under the joint supervision of the county's treasurer and commissioner of the revenue, a DMV site will open to the public at Hanover Courthouse. Services will include title and registration transactions, special and personalized plates, trip and overload permits, handicapped parking permits and name and address changes. Henrico The Henrico County Division of Police will hold a rabies clinic for dogs and cats Saturday from 8 a.m. to 1 p.m. at Gate 4, Richmond International Raceway. Shots cost $7, cash only, and include a rabies tag and certificate of inoculation. Henrico dog owners may purchase a 2008 license for $10 with proof of rabies inoculation. Cats and dogs ages 4 months and older are required to be vaccinated for rabies. For details, call (804) 652-3360.

Chesterfield Chesterfield County TRIAD's ninth annual Senior Day will be held Wednesday from 8:30 a.m. to noon at Victory Tabernacle Church, 11700 Genito Road. This year's theme is "Making Senior Safety Great in 2008." Senior Day enables senior adults to visit with more than 50 businesses and nonprofit agencies to learn about opportunities and services. Richmond City Council Vice President Delores L. McQuinn was among six Richmond-area mothers honored by the National Sorority of Phi Delta Kappa, Alpha Zeta Chapter. They were recognized at a luncheon Saturday at Quioccasin Baptist Church for being role models and supporters of education and youth achievement. The others honored were Dorothy M. Clarke, Margaret M. Jenkins and Barbara Newsome of Richmond; Valeta Paige of Charlottesville; and Alma B. Randolph of New Kent County.

Lexington Gen. J.H. Binford Peay III, superintendent of Virginia Military Institute, has signed a new contract that extends his term at VMI through June 2013, the school announced. Peay has been superintendent at VMI, his alma mater, for the past five years.

Madison A Madison County couple found dead Friday night at their Ridgeview Road home were probably the victims of a murder-suicide, Sheriff Erik J. Weaver said. Authorities believe Manuel Paul Nicholson Jr., 35, fatally shot his wife, Cynthia D. Nicholson, 34, in the house and then shot himself in the garage.
