Chesterfield planners' vote is a headache for one planned development

By voting to eliminate a road planned for one subdivision, the Chesterfield County Planning Commission tonight caused a headache for developers who want to build another subdivision next door.

The commission voted 3-2 to delete Fox Chappel Road from the plan for the 243-home Wellington Farms subdivision near Chester.

Without that road, Centralia Station will be without one of its planned entrances, and instead of a planned 151-home project it will be limited by county code to 50 homes.

After the vote, Centralia Station's application for tentative subdivision approval was deferred by the Commission for 30 days.

Attorney John R. Easter, who represents Centralia Station developer Wilton Development Corporation, complained that his client's property rights were being violated.

"Our options, as I see them, are to start talking to the board members or go to Circuit Court," Easter said after tonight's meeting.

The vote came after dozens of speakers, mostly Wellington Farms residents, spoke in favor of the road's elimination. About 100 showed up to oppose the connection.

"This is a quite, safe, secluded neighborhood," said Wellington Farms resident Martha Mokarry, who carried a petition signed by 270 like-minded neighbors. "The very nature of our neighborhood [would] be dangerously compromised [by the connection]. There are other options available to the developer."

Will Shewmake, an attorney representing the Wellington Farms developers, said the addition of the road "would transform Wellington Farms, which is a bucolic neighborhood, into a thoroughfare."

Also tonight:

  • The commission recommended approval for a request by the county's Parks and Recreation department to permit two youth soccer fields and a parking area next to Falling Creek Park near Chippenham Parkway. If approved, the 15 acres would connect to the already approved Richmond Kickers-Poseidon Swimming Foundation sports complex.
  • An ordinance change that would allow for taller church steeples in residential areas was set for public hearing on Oct. 21. Increasing the height allowed from 50 to 150 feet in residential areas would allow more churches to incorporate cell phone transmitters, planners say.
