Chesterfield board defers vote on Roseland development

After two years of waiting, the hopeful developers of Chesterfield County's proposed Roseland project will wait a little longer to learn their fate.

Much to the audible dismay of a room filled mostly with supporters, the 5,540-home community was deferred again tonight. It had been delayed by 90 days in April.

Located in northwest Chesterfield near state Route 288 and Old Hundred Road, the mixed-use development would be built over the next 10 to 20 years on 1,400 acres and would contain 1.5 million square feet of commercial space.

The motion to defer was made by Matoaca District Supervisor Marleen K. Durfee who cited transportation, school and environmental concerns as the reason.

"This development -- being complex as it is -- requires attention to detail," she said. "We have to take a real hard look at how we're going to link in land-use with public facilities and services."

The deferral in April was used to pinpoint the issues; the additional 30 days we needed to sort them out and negotiate with the developer, Durfee said.

Roseland developer George B. "Casey" Sowers III said he was caught off guard by the latest delay and disappointed with what he called "last-minute issues."

"We've done everything they've asked us to do and we can only react as quickly as we hear what the issues are," he said. "There are always going to be questions with any zoning case and this one has flexibility and gives the county a tremendous amount of leverage."
