Philip Morris settles Chester suit

Releases of nitrogen and phosphorus by the Philip Morris USA tobacco-processing plant near Chester are subject to lower limits under a lawsuit settlement announced yesterday.
The two chemicals cause pollution problems in the James River and Chesapeake Bay. The Chesapeake Bay Foundation, an environmental group, had challenged state limits for the company's releases.
Philip Morris said it already was reducing its releases voluntarily.
